Flood Inside Manila City Hall

I was stocked at the Manila City Hall on April 22, 2009 by this  7-inches deep of water that enters the building grounds after a few minutes of heavy rain.

I was there to request for a copy of my birth certificate. Hope the City Administration acts to solve this problem inside their owns premises soon as well as the same problem that constantly hit the rest of the city.
