About Colleges and Universities in the Philippines. Colleges and Universities, both public and private, and other degree-granting programs are governed by the Commission in Higher Education (CHED) to ensure the quality of tertiary education in the country. Higher education institutions (HEIs) both public and private which have demonstrated the highest degree or level of standards along the areas of instruction, research and extension are awarded by CHED by either Centers of Excellence (COEs) or Centers of Development (CODs).

As of Academic Year (AY) 2003-2004, there are already 1,787 colleges and universities in the Philippines including private (1, 363 or 76.27%) and public (424 or 23.73%). Out of 424, 360 (111 if satellite campuses were excluded) are State Colleges and Universities, while the rest are either, Local Universities and Colleges, CHED Supervised, Government Schools, or Special Schools. Out of 2,431,378 enrollment in AY 2003-2004, 1,597,842 or 65.72% are enrolled in private while 833,536 or 34.28% are in public.
